COMPETITION FOR THE ELECTION OF MEMBERS OF THE SCIENTIFIC COMMITTEE OF THE NATIONAL COUNCIL ON ISSUES OF THE DEVELOPMENT OF SCIENCE AND TECHNOLOGY
The purpose of the competition is to elect 12 members of the Scientific Committee for a term of office of 4 years, instead of those whose terms expire in August 2023, as well as to identify 10 new people to provide in the period between the competitions to replace the members of the Scientific Committee who terminated their terms early (on replacing those who were selected for the reserve in 2021).

We note that the composition of the Scientific Committee of the National Council for the Development of Science and Technology consists of scientists who represent the scientific community, are scientific leaders, have significant scientific achievements, an impeccable scientific reputation and trust in the scientific environment. Members of the Scientific Committee should represent the main areas of scientific and scientific and technical activity in Ukraine.
Members of the Scientific Committee must meet the qualification requirements . The following have the right to nominate candidates for the competition:
- scientists (scientific, scientific and technical, technical) councils of scientific institutions and institutions of higher education, or structural subdivisions;
- scientific councils or general meetings of scientific workers of other domestic legal entities of all organizational and legal forms and forms of ownership that have relevant scientific divisions;
- gatherings of employees of small and medium-sized scientific and scientific-production enterprises related to scientific activity, which do not have scientific or scientific-technical councils in their structure;
- continuously operating for at least two years thematic or problem-oriented interdepartmental, interinstitutional scientific seminars (under the signature of the head of the seminar), councils on scientific issues at the National Academy of Sciences, national branch academies of sciences;
- statutory bodies of domestic professional scientific societies registered as public scientific organizations;
- a group of scientists in the number of at least eight people who have the scientific degree of doctor of philosophy (candidate of science) or doctor of science.
It is not allowed to nominate candidates in a way other than that provided for by the Regulation.
According to the Law of Ukraine "On Scientific and Scientific-Technical Activity", a person who:
- recognized as incompetent or whose legal capacity is limited by a court decision;
- has a criminal record for committing a crime, if such a criminal record has not been expunged or not removed in accordance with the procedure established by law;
- deprived of the right to hold relevant positions by a court verdict;
- found guilty of committing a corruption offense by a court decision - within a year from the date of entry into force of the relevant court decision;
- was subject to administrative fines for a corruption offense - within a year from the date of entry into force of the relevant court decision;
- falls under the effect of parts three and four of Article 1 of the Law of Ukraine "On Purification of Power" ;
- is the head of a scientific institution or organization, institution of higher education.
Also, a person whose information is entered in the Unified State Register of Persons to whom the provisions of the Law of Ukraine "On Purification of Power" is applied cannot be elected a member of the Scientific Committee.
The members of the Scientific Committee, who will be elected, cannot work in the same scientific institution, association of scientific institutions, division (faculty, institute) of a higher education institution, cannot be close persons to each other, as well as to those members of the Scientific Committee, whose powers are not terminated in August 2023.
Members of the Scientific Committee also cannot work in the same scientific institution, association of scientific institutions, subdivision (faculty, institute) of a higher education institution with members of the Identification Committee and cannot be close to them.
Members of the Scientific Committee, whose mandate ends in August 2023, have the right to be nominated for another term and to be elected with equal rights to participate in the competition with other candidates.
